Are you using any 3rd party software that manage income, and out going traffic, or messing with file, and permissions, such as VPN, proxy, custom firewall, or etc...
Try this to steam, head to where it installed, delete everything except for steam.exe file, and Steamapp folder, once done run steam.exe and see if any changes.
Do you still have that error for disk you said you did scan for?
Did you do "CHKDSK /F /R" via CMD as admin? Without the quotes btw, anything you see.
If so move onto this "sfc /scannow" see if see if error are gone.
If errors remains, make backup of important data just incase as next step be more problematic if something to happen.
"Dism /Online /Cleanup-Image /ScanHealth"
After that do this.
"Dism /Online /Cleanup-Image /RestoreHealth"
If everything fails to fix error, and neither does reinstalling windows, this points to drive having an issue that not yet surface to see the problem.
I don't play rust really, so I don't know much about it.
