When I open steam is needs an update but its stuck

Whenever I open steam it has a 260mb update which shouldn't take long, the update gets stuck and sometimes even reverses. I tried opening steam as an admin, deleting the package folder and I even freshly installed windows as I thought it might be a problem with some windows files as other games were giving an error about. I have no idea what it could be anymore. Anyone have any ideas?

Are you on the latest version of Windows? That means did you do all your updates.


Are you using any 3rd party software that manage income, and out going traffic, or messing with file, and permissions, such as VPN, proxy, custom firewall, or etc...


Try this to steam, head to where it installed, delete everything except for steam.exe file, and Steamapp folder, once done run steam.exe and see if any changes.

I ran a disk check and it said there were problems, so I restarted to fix them and the errors are still there. I think my hdd might have some issues. Im gonna make sure its plugged in correctly and everything like that.

If that the case, get crystal disk info, have it check your HDD health, if there is bad sectors, then means it is failing drive if it not fixable.

It is currently saying the health status is good and everything seems fine. I also did try your original suggestion which didn't work. Any other ideas?

Did you defrag your HDD? If not, try that out, see if issue resolved. If fixed, can skip everything below.


Do you still have that error for disk you said you did scan for?

Did you do "CHKDSK /F /R" via CMD as admin? Without the quotes btw, anything you see.

If so move onto this "sfc /scannow" see if see if error are gone.

If errors remains, make backup of important data just incase as next step be more problematic if something to happen.

"Dism /Online /Cleanup-Image /ScanHealth"

After that do this.
"Dism /Online /Cleanup-Image /RestoreHealth"

If everything fails to fix error, and neither does reinstalling windows, this points to drive having an issue that not yet surface to see the problem.

The issue seems to be fixed and I have no idea how. I was playing around with another hdd i had to make sure it was the hdd that was the problem and not other hardware. That hdd had the same problem. I decided to copy a working steam folder from another pc and copied that to mine using my main hdd. It works and the issue seems to be gone. Even an issue with non steam related games that was happening. I appreciate all of your help though thanks. I'm not sure if you have ever played rust, but I am currently dealing with an issue where I can't join any servers. The error is sometimes eac sandbox not active or couldnt get app ticket. Not sure if you have any idea about that. Definitely not my hdd or anything else cause all other steam and non steam games are working fine. Once again though thanks for your help.

That good got Steam resolved, but not sure myself what could cause the issue.

I don't play rust really, so I don't know much about it.
