I just want to get away from this horror, buy games and relax, but even with a bank card I can't do anything.
yes, when buying, I have the option to change the country to Thailand, but then an error occurs when buying.

I think that is the problem, as far as i know nearly all Steam functions are disabled for Russian accounts right now, that includes making payments.
So if you try to switch account by making a payment the system sees that you are on a Russian account and automatically shuts the process down.
You can basically just play your existing games and thats it as a Russian user.
Dont think you can do much more then waiting till the current lunacy in Ukraine is resolved and the sanctions are lifted. But that could be many years if we are honest.
Another option could be to make a brand new account in Thailand with the Thai payment method.
That should not be a problem. Then activate Steam Family Share from your Russian account to the Thai account.
That way you would not lose any games ( except those excluded from Family Share) and could buy stuff on the new main Thai account.
