So, is there no way to actually contact steam support?
It seems that Steam/Valve don't actually want to provide any support whatsoever to it's actual users as there is literally no way at all to contact support.

Its pretty simple, via the Support page you can create tickets for all the problems Steam Support can help you with. If your problem is not listed there its very likely that Steam cant help with that.
You can still try by selecting the category that approaches your problem the closest and then opening a ticket.

If and only if your issue is about a return, account recovery, or billing. That's what support does. Anything outside of that, is not going to be covered.

I eventually found a link that would let me open a ticket, but 99% of the links in the support page are circular links, they bring you back to the beginning without actually answering anything. They say to click on a topic which only brings you back to the main page for the support. I don't know what support you are looking at but everything I tried just looped back on itself.

It has to do with my account and unauthorized changes that were made not by me.

No one but you can change the account. If its been defaced then you have a different problem.
Unauthorised "charges" are covered in the Support Help pages.

None of these things are the issue, a change was made, it wasn't by me, I use steam guard and never received a notice that someone tried to log into my account. The only explanation is that someone inside of Valve made a change to my account, I want them to tell me who, why, when.

If somone other than you changed something on your account, your account/computer is compromised.
That is not something Steamsupport can do anything about, change your password from a secure(not compromised unit) and scan your system for malware.

If someone other than you has been able to change something on your account, then someone other than you have access, and that is something you need to fix on your end.

Valve only change profiles/content if it's violating the SSA, good luck getting them to tell you who, hint, they don't owe you an explanation or to put a name on.

Well you're being vague enough it's hard to say exactly what you're referring to.

But if there was something that violated the TOS on your account they will change it. Also, they don't need to log into your account to change things, they literally have all the information stored on servers that they directly control. Administrator privileges anyone? And they're not going to tell you anything, I mean you're free to demand whatever, I'm just telling you your request is a recipe for disappointment.

And even if someone with admin access was abusing their power they'd just remove that person, that wouldn't give you the rundown about it.

And that's all assuming you haven't compromised your account somehow, which given some of your assumptions seems remotely plausible.

they absolutely do not 'change things in your account' unless you've provoked a ban of some kind, or have been requesting help.

Your account is compromised, fix that. Recover your account properly, and clean up your security.

You are not the one special snowflake that has some particularly different problem - we see exactly this, including the belligerent belief that your system is not the problem or that you have no complicity in this anywhere, literally daily.
