Cant share cult of the lamb through family sharing

Wont show up on my brothers computer that I own a game, shouldn't he be able to have it through family sharing? It says the game can be shared

If you go to the store page, see the orange Notice box that says the game is excluded from family sharing.
I stand corrected. I thought that was always displayed but apparently that is a plugin feature.

Anyway, Cult of the Lamb is still excluded from family sharing. Some publishers opt out of that Steam feature.
