Steam Wallet Code Giveaways? Are they legit? Also Steam game cards in stores.

I hope customer support responds to this or people that have tried it. There seem to be quite a few YouTube videos and a few sites. Some want you to do surveys but one site only wanted your email address and said the codes were legitimate and a promotional item. I'm wondering if officially I might find out the policy on these code giveaways. I'd rather not be banned for trying one.

As to the cards you buy in a physical store offline. I had seen them at one point. I think Safeway?Sobey's originally had them. But now I don't see them at that store. In British Columbia where might I find the actual cards at a store?

Steam has a page for where you can buy Steam cards. Israel doesn't have 'em for all I know.
