Games fail to start after game crashes

What happens is if a game crashes no other game will start after that and I have to hard restart my computer to get them to work again. I believe this may be a directx error as this happened when wastland 2: directors cut crashed and I tried to start it again and got the failed to initialize direct3d error. I'm not sure if directx is really the issue, but if anyone has a fix or at least how to right the ship without hard restarting my computer every time a game crashes, please let me know.
