How can it be legit to buy in Russia in 2018?
I'm only find old topics, but nothing relevant in this year.
How it works now if i buy in Russia and then i wanna play theese games on another country?

I have to wait 2 weeks for change region, or a game buyed from Russia it's blocked forever?

Games are region-locked for 3 months, after which there are no more region restrictions. That is, if you buy the game on Steam.

But if you are trying to buy from the Russian Steam store while not actually living in Russia, then you are at risk of having your account suspended or restricted for fraudulent activities.

1) Where have you read about this "region locked for 3 months" and then there will be no more region restrictions?
2)in theory if i buy from a russian IP (not vpn) and then i have to move to another country, is legit ?

I've read something about to spend 2 weeks before change region at your steam profile...so before buy in Russia (or another country) i have to change also this option?

Region Restrictions on Steam: https://support.steampowered.com/kb_article.php?ref=1266-QFZC-2141

Steam games getting unlocked 3 months after activation: https://www.reddit.com/r/Steam/comments/3fsms1/psa_how_the_steam_region_lock_works/

You can only change your Steam store country 2 weeks after buying something or adding wallet funds. If you buy something else and/or add funds before the 2 weeks are done, you have to wait another 2 weeks.

If you are buying the game while you are residing in Russia, then you are unlikely to be punished, but using VPN to change your region can result in account restrictions.

so it's only necessary to wait 2 weeks and maybe 3 months (for region lock) after buy a game in Russia and then will be all ok?

In theory, yes. But Valve has specified that for frequent travellers, they should set their Steam store to the country that they live in long-term. Changing store region too much will raise red flags and then you are likely to get in trouble.

Note: Some games on the russian store will only grant you the russian language version of said game.

Steam are going to be being much more wary of anyone switching to Russia and then back again for the next month or so as they know even if the physical location matches a lot of people are only going to be there on a holiday at the moment.

Only legit way to buy in Russia is to live there for a few months.

I look forward to your account being permanently suspended

Also be aware, to switch Steam store region you have to fulfill some requirements.

First, you are not allowed to have bought anything in the store in the last 2 weeks.

Second, your last login must have been from an IP in the country you are trying to switch to.

Third, you need a LEGIT adress of residence in the country you are changing the store to.
And they check if its a real adress.

Fourth, you need a payment method registered to the country you want to change the store to.
You cant use your old bank account or PayPal if they are registered to another country.

Fifth, any use of a VPN to simulate a IP of a country you are not in can lead to the complete suspension of your whole account.

So in short, ONLY change the store country if you are REALLY moving to that country for a longer amount of time.

No it won't and all you are going to do is push your account closer to the point where Valve use the killswitch on it for blatant violation of the SSA.

Friendly reminder about this:
https://store.steampowered.com/subscriber_agreement/english/
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.
