Cloud sync / upload speed

Hi,

I'm wondering if it's normal that the cloud sync / upload is so slow?
For example: I've 40 Mbit/s upload, but the Prey save game only uploads with 140 - 220 kb/s.
On other sites the upload is fine (speedtest, nextcloud upload etc...).
Is there a limitation within steam? It's quite annoying to wait minutes for sync when it could finish in seconds.

The steam downloads are perfectly fine.
