Do you have proof or saying for yourself?
They themselves said in the blog post that they're gonna allow everything. you can't allow a game containing nudity but ban people who take screenshots of their games.

That would have been updated if the rules had changed. It hasn't, so they haven't.
Guess what, my friend had nsfw picture and they unbanned them when he asked steam support, how about that for proof?
The article might be old or they just forgot to update it.
Or one individual Support person might just be clueless about where the policy is at right now. If you re-read the blog entry, especially the last paragraph, it will remind you that Valve expect it to take them a while to get this right.
The blog entry was written a week and a half ago. You don't honestly expect major changes in that short length of time, do you?
