Well, that, and the error message above this thread here is another dead giveaway for you not remembering this indeed being a hacked version. That, and you clearly don't remember the OP said it is in fact a hacked install.
Speaking of the OP, I really suggest you install a plain old normal Win7 and verify Steam working with that, for starters. If yes, contact the author of your hack about WTF this error message high on edge and low on content is supposed to mean. Or better, let go off this hack alltogether, it's not like an outdated system magically becomes safe to use after getting hacked...
Either that or contact the author of your hacked WTF for help. The error message certainly isn't stock Windows (nor stock Steam despite some idiot having told you it's from Steam), it's something specific to that hacked OS. That means that the error is specific to that hacked OS.
So if using a stock Windows 7 would really kill you, ask the author of that hacked OS for help.
OP there is very little anyone can help you with as none of use are using the same system you are. There aren't massive numbers of Windows 7 users suddenly reporting issues with Steam so nothing so far indicates and issue with Windows 7.
Maybe there was an update for your OS that you didn't notice, maybe there was an update to Steam that is incompatible with your OS. Either way it's an issue with your system which again we have no info on and so can't really help you with.
