Games downloading in burst.
I'm trying to download games but it only goes in bursts of like 5-10 mb/s. I'm on Ethernet and steam is the only thing that this happens on. I downloaded a game from the Ubisoft browser and it took like 20 mins and I was at 60 mb/s.

Steam downloads in compressed chunks. When a chunk is down it decompresses and installs the chunk. IF you CPU and/or drive is at 100% or close to 100% usage doing the decompressing and installing part of the download then downloads will be slowed or paused.

Open task manager and see what the CPU and drive usage is at when the speeds drop.IF close to 100% tat's your problem

The drive is maxed out but the CPU is not so that's the issue thanks. Is there anything I can do to speed it up besides getting a faster drive?

SSD should't have that issue so I'm assuming it's a HDD. Only thing you could try is to defrag the drive. Doubt it'd help much though.

An SSD would be something to consider. Even if it's just a small drive you only use to download/install Steam games to. Can always Move the install to the slower drive after its down
