CS-Go is a Valve game, so they might have decided to put specific support for their controller into it.
For everyone else, the Steam Controller is irrelevant; they assume it's an XBox controller and that's it.
And yes, controller configuration is hidden in big picture, although I think it goes to big picture automatically when you go there. I wouldn't recommend using it, though -- trying to emulate mouse/keyboard with a controller is not going to work very well. And, in general, with an XBox controller, I see the controller support as a big pile of undocumented obscure garbage with a huge potential to cause problems with games that actually have controller support... thus, it's best to try to get Steam to not touch the controller.
Can do this in desktop mode but here it is for Big Picture mode:
For all games:
Settings (Gear icon) > Controller Settings > enable Configuration Support for your controller type
Per-game basis override:
Library > Select the game > Manage Game > Controller Options > set Steam Input Per-Game Setting to Forced On
(Can also do this from in-game: Press Home/Guide button to open overlay > Controller Options etc, game has to be restarted for it to apply though)
Second part is to access the configurator, can do this in or out of game.
Out of game:
Library > Select the game > Manage Game > Controller Configuration
In game:
Press the Home/Guide button to open the overlay > Controller Configuration
Third part about accessing community made configs - I think you know this part:
From the Controller Configuration screen > Browse Configs > Community > Make your choice then Import Config > Apply Configuration
