its an internal drive
There could be any number of reasons why the folder is corrupted. (user permissions, etc)
This sound to me like the disk has a file system error.
Windows has a built in tool to fix disk errors.
1. Right-click the disk D:
2. Choose "Properties"
3. Select the "Tools" tab.
4. There are two buttons. Click the top one, that says something like "Check disk for errors".
5. Wait until it finishes. It takes some time, depending on how big the disk is, and if it's a SSD or HDD.
Restart your PC after that, and try if your games are back.

NO, do not mix up steam own storage settings with repair steam library, that has nothing to do with system check disk.
