What does "deleted via Steam" mean?

Did you uninstall them? In that case, you need to set your library view to only show installed games.

Did you do the pseudo-"remove from my account" thing? In that case, you still need to uninstall them.

I know about only showing installed games and I uninstalled them using steam not by manually deleting the files but they still show up every time I open steam

When you uninstall a game, the game will still be on your library so that you can redownload the game at a later date (the whole point of steam in the first place!). The game is tied to your steam account so everytiem you log in to steam you will see that game in your library. If you want to remove the game off your account, contact steam support but why would you need to? They will just hide the game off but never remove because the key code is tied to your account even if you bought it through steam store.

So the "Play" button is still green, as if you can launch the game? Did you uninstall from the Steam Library or did you uninstall from Windows? It is best to use Steam's uninstall feature for your Steam games. If Steam still did not completely uninstall the game, you can then try a Windows uninstall, or even try going into the game's files and manually deleting whatever is left. Keep in mind that some games store content in more than one location, so you might need to do a search to find all of the files. There are also programs that will do a disk cleanup of all leftover, unattached files that are no longer used.

What I have done for some games is to create a category in my Steam Library called "Bad Games", and I move the games I don't like to that category. Having them there reminds me that I don't like those games and never want to play them again. I prefer this to the "hiding" option.

To force the uninstall open the folder in Steam>SteamApps
In here is all the ACF that Steam uses to recognize games as installed.
Make a new folder name it acf files.
Drag the acf files or appmanifest files that pertain to the games you want uninstalled to that new folder..
To open an acf file use notpad just untick to always use, it will show what game it belongs to.
Exit Steam using Steam top left corner

Is there a duplicate folder of Steam or SteamApps somewhere else on the same HDD?

Oh I see. That happens sometimes. See if you can try validating the installed files and then uninstall it. Valdiating the files will make steam check that the game is incstalled properly, fix up the files making it possible to uninstall.

Its rare that a games uninstall dont work , thats because other things also is part of that or expansion modifyed and now things dont work as it should, they are rare but its seen before
and you make mistake not tell what game names. ( a uinstall is also a piece of software that game devs have made, and yes they can forget such , most only expand and make game bigger and and larger , but they can forget collection and other titles so now things has been modifyed and again still game devs problem maybe ask them. or own game forum.

ps.
either i miss the game title or its not mentions or dont know what game this is about.
