It was in response to a user who found their PS3 controller detected by Steam but (totally?) unresponsive, don't know if theirs was a Sony controller. If you don't see Define Layout* then go for the old PSNow route and see how the Voyee goes with the Sony driver.
*Steam > Settings > Controller > General Controller Settings (or in Big Picture mode: Settings > Controller Settings). If the controller is detected, select it and check if the Define Layout option is shown next to the Back button.
For another user, it seems like Steam was not recognising their controller (not sure if they just meant unresponsive or not detected, nor if theirs was a Sony or 3rd party controller). They had success with a different driver.

I did notice recently that the controller's vibration does not work, even though the product's description says it has that component in the controller. Is there a setting or something in steam I need to turn on? Thank you.
I don't think you'll get the Identify option though.
If no Identify button, try this process:
Run dxdiag (DirectX Diagnostic Tool): Press Windows key + R, type dxdiag, press Enter.
In the tool go to Input tab, and note the Vendor ID and Product ID for the controller.
The VID PID Sony PS3 controllers use is 0x054C 0x0268, yours may use the same.
Close Steam.
Navigate to the Steam installation directory > Config folder > open config.vdf with Notepad/other text editor.
Search for SDL_GamepadBind. You should see "SDL_GamepadBind" followed by it's mapping string, e.g.
After the closing " of the mapping string, insert a new line and enter:
"controller_hid_ps4" "VID PID"
Replace "VID PID" with what your controller uses (e.g. "0x054C 0x0268")
Things''ll look like:
Save and close the file. Start Steam. In Controller Settings the controller should be considered as a PS4 controller. Do the stuff from the top and see if it rumbles. If it does, try out a game.
Welp, adding that line of code definitely made it to be considered as a PS4 controller, and the identify button appeared, but when I clicked on it there's still no rumble. I guess the controller's rumble is just not working.
One strange thing too is that when I go to the controller settings in big picture mode, the controller is acting as if the up arrow is perpetually held down. Also, the controller's settings don't work properly anymore.
If it helps, here is what I have in that config file:
"SDL_GamepadBind" "03000000de280000ff11000000000000,Steam Virtual Gamepad,a:b0,b:b1,back:b6,dpdown:h0.4,dpleft:h0.8,dpright:h0.2,dpup:h0.1,leftshoulder:b4,leftstick:b8,lefttrigger:+a2,leftx:a0,lefty:a1,rightshoulder:b5,rightstick:b9,righttrigger:-a2,rightx:a3,righty:a4,start:b7,x:b2,y:b3,platform:Windows

"controller_hid_ps4" "0x054C 0x0268"
"WebStorage"
"WebStorage" is the start of the next line of code.
Really, I don't know if a Sony PS3 controller would or wouldn't work properly with this, or that the Voyee doesn't spoof the genuine controller closely enough to work or does it "too well" and so doesn't work...
Anyhow onto the next step, see if the controller works with the Sony driver.
Close Steam, remove the line from config.vdf, save and close.
Install PSNow from the link they posted:
https://www.reddit.com/r/PSNow/comments/lpw4in/psnow_controller_drivers_not_installing_1140/
See if you get Identify & rumble when PS Config Support is enabled and how the controls are.
If things are still busted then I'm thinking we check the controller is using (or trying to use) the Sony driver. Then there is another driver I read someone had success with + the Voyee.
