If it still doesn't work, you can simply restore the DLC the same way you removed it.
Valve has a funny way to say "permanent".

2K really marketed BL3 for maximum profit. They didn't make it nearly as complicated as IO did for Hitman 2 or 3, but I'm almost impressed with how well organized 2K pulled it off.
