can't open friends list UI "at all"

basically i have attempted all solutions i could find to get this ♥♥♥♥♥♥♥ friends list UI to open and nothing has helped.

1. tried beta (didn't work)
2. tried the -nochat and friendsui thing (didn't work)
3. tried resizing my monitors (didn't work)
4. tried deleting all steam files except .exe and games (didn't work)

this has been on going for past week now it disapeared when i was moving my chat between monitors and resizing it that it just went poof and vanished dosent appear in control panel so it just aint opening up

1 and 3 option has noting to do with it.

dont prevent configiration from user content store by steam.

try steam flush cmd to reset them ( assuming win10 and no other special cmd on steam.exe )
steam work on win10 and dont need special compability settings at all, rest could be on shortcut to steam.exe and previous setting and is store in own OS and is local user problem. reser setem is not same thing as own system that keep previous settings you did.

to make it simple , ( many have done nothing to get it to work ) rest is part of previous settings and user option that they did once in a time, or old OS that got lifecycle terminated by microsoft.

a longtime ago it was turn off , maybe ols webcache issue or web settings was reset by client.
thats why in Friends & chat option is most show a green turn on button

but as i recall manuel reconnect is possible then i think over it, so clearly something else most going on here.

ok update i just set my steam to open friends on start up and steam just dosent appear so definitely something wrong holding alt tab dosent even show steam but tray has it as running oh and sorry i dont know what you mean by steam flush cmd i will look that up now to see if i have done that or not then try it

ok so that steam flush config didnt help at all neither did just deleting steam and all files then reinstalling XD ofc something like this would happen nothing works

You might want to contact steam support, because if flush dont work then you might have interference issue or default browser issue or other link protection or security issue they might want to look at, most steam user dont have any issue with default install, and im not even sure what thats about, and you already reset with old guide with kept steam.exe and so it could rebulid itself up. just because i suspect security i cant proof it. ( av app firewall and ports that need to get traffic in, only you know if you change ISP or fiddle with OS security or router even.

ps.
i only mention this as has worked before and you did nothing to cause this or change network or its setup. ( even reset OS back to default could cause security issue, and i bet you did none of that. )

you can try windows safe boot mode, but that still require user know what to do about it.
