You can work around this. Family-share with your friend so they'll kinda-sorta have the game on their account. Then join them with another account. That way, your friend will be player 1, able to use KBM input. You'll be player 2 with your gamepad.
Portal 2 allows KBM to control player 2 locally. I have the same issue regarding the remote keyboard/mouse being disabled for with other games, so I made it a general question rather than game-specific. Almost every post I've found just says people have been sharing the mouse/keyboard, so I'm not sure why it's not working for me.
So I discovered the problem. It's impossible to enable remote keyboard/mouse when sharing a link with a friend, but it's doable if inviting them to remote play directly from your friend list.
