Reporting a dumb bug
After downloading a game I turned off my pc and after turning it on ...game still was in steam download folder but steam started to download it again!!!!!!!!!!!

This problem happened to me before with my old PC as well! it was 2016 and again this dumb problem happened to me in 2022!!!!!!!!!!!!!!!!!!!!!!! why it's still not fixed????????

Was the installation finished when you turned off your computer? Did you close Steam properly?
If the data was still in process, I would not be surprised, if it was hurt by a sudden shutdown.

did you wait until Steam finished verifying the game after the game installed????????

Steam will verify whether the game is installed properly or not in order to make sure that it is installed properly.

this question of mine is a very thorough question over the question that "jerry" asks you.

1) did you close Steam thoroughly??????

as in did you bother to check under "show hidden icons" there that there is no Steam icon at all.
