Unable to connect to server / Friends Network Unreachable

ISSUE Steam Client (on Windows 11)
Starts > Successful Login > Store tab states " Unable to connect to server " and " Friends Network Unreachable "

Error Code - 101 / 103 could be seen

Here's a list of solutions that did NOT solve my problem:
- Reinstalling Steam Client
- Clearing cache on Settings > Web Browser
- Clearing cache on Settings > Downloads
- Adding "-tcp" or "-TCP" tag to Steam shortcut
- Adding "-nofriendsui" tag to Steam shortcut
- Adding isrgrootx1.der to Trusted Certificate
- Deleting all files in C:\Program Files (x86)\Steam\ except steamapps and Steam.exe
- Disabling Anti-Virus (Kaspersky)
- All Steam related access have been "whitelisted" or listed as "trusted" on Kaspersky
- All Steam related access have been grated on Windows Defender
- Run Steam as Administrator
- Use Google DNS
- Resetting network using cmd "ipconfig/flushdns", "netsh winsock reset" and so on
- Restarting wifi network
- Updating network drive
- Changed Steam password

Other details:
- Account is NOT banned
- Games CAN be downloaded even though Store states "unable to connect to server"
- Account login on Steam's website and mobile app worked just fine.
- Tried purchasing a game through website and it showed in Steam Client instantly.


At this point, I'm close to just saying my Steam is cursed lmfao but any other solutions are welcomed :)

saw a similar discussion on the Kaspersky forum, OP said uninstalling and reinstalling Kaspersky AV fixed the problem, haven't tried it tho :/ I'll let you know once I've tried it.
