So I'd recommend change ISP or add different line.
my cable ISP uses a NAT, never had a problem with steam so i doubt that. however, its only "semi" natted. what i mean is the provided ipv4 goes through CGNAT, but ipv6 doesnt.
that is either your pc’s network settings, or your ISP’s. id call your ISP and check with them. explain to them what is happening and maybe they can fix it for you.
also, keep in mind that both LTE and 5G are capped connection so no you only get xGB/mo of stable connection, and after that you get slow/unstable connection. so if you’ve spent your bandwidth that's another reason this may happen!
also, this goes without saying but ETHERNET, connect your computer with a cable directly dont use wireless. idc what anyone says, wireless is still a bad connection type, even the latest wifi and Bluetooth revisions still suck.
use TCP Optimzer tool (google) to update the speeds of the adapters
if your ISP has rooting issues change the DNS Server to a free one like google or if u like it private Cloudfare ! (in your network adapters)
for many console players this step removes a lot of connection issues
you do not have to use the DNS of your ISP ! you can check how to do it by putting httpxxx://1.1.1.1 in your browser (xxx=s)
