A) If you want to send friend request to people, your account need to be unlimited, to do this spend at least $5 USD, or more via your account, process to register you have done it can take upwards of a day by the automated system. You can buy games/DLC, or microtransactions items from games, or can added funds to account wallet. What does not count is redeeming game keys, accepting gifted games, or gifted wallet funds from someone/another account.
B) If the person you wanted to add you as friend is unlimited, they can send you friend request, and you don't have to become unlimited, so no spending at all from you, as they can send you the friend request, and you just accept, send them your Steam profile url, or friend code, so they can add you.
C) If both you, and the person wanted to add each other, and neither are unlimited, and neither want to spend any money, this is the only option. Visit add friend page, click on the button to generate link url, give that url to the person want to friend, when they open the link, it will take that person to your user profile page, and banner up top asking if want to accept friend request, all they have to do is click accept, and that's it.
