How long does it take for Steam gift card to activate?
It's been 12 hours and Steam still gives me the "There was an error redeeming the code" , I checked my code and region several times to ensure that It'd work fine, but still.

Does the activation take more than 12 hours? or is my card damaged?

It can activate in minutes, upwards of day, this isn't a Steam issue, it's the store problem as they have a network hub at their store that uploads data to signal the Merchant such as pre-paid cards PSN, xbox, nintendo, in this case Steam when the cards get activated, and if store hub not running, or having problems to sends out signal, you have to wait until they do, or ask them to fix their problem, or get new card from them if the card not actvated by them.

Ensure keep receipt in case have to return card. For cards that has damaaged where can't read card code, can talk to support for help on this, and they may ask for proof of receipt, or they may tell you to take it back to the store.
