First up, check if steam chat is using it (if so either use steam chat instead, or disable steam chat voice and then try to adjust it in-game.
If windows too, its highly likely (since u say it happens with multiple games) it is a windows related issue, so might have to do all your mic sensitivity, volume, noise cancellation, mic boost, etc etc, via windows built in menus and NOT via the game (or rather, work from bottom up, starting with windows functions BEFORE you attempt to adjust it in the game themselves) since most games will just go and grab and use whatever settings windows itself uses.
So basically u deny steam (client) access to the mic, so that the game can actually get the hooks itself to the os. (OR if there is a way, send support ticket to steam so that they know to make steam client provide access to its configs to the game being run)
Once steam's audio options are disabled (At least mic access, might have to uncheck the 'use mic' option in the most simple way) the game should read from actual windows settings (Which I figure it is, windows volume levels are wonky and always have been)
Then go into actual windows settings and adjust volumes there(and hint mic boost will give a massive volume boost to mic so u might need to turn it down once enabled)
