Well, if you wish go to really drastic, you can prevent the Steam web HELPER (not "service" as you originally claimed) by group policy. That really gonna suck though as Steam will lose any HTML functionality.
I dont play any non steam game
and for shady sites well ok , I shall keep that in check

Well I play tf2 and insurgency
My question is why didn't this happen to me before ?
I used many shady sites at past ( bay) and I mainly played tf2
Also if u don't have any fix to this issue please don't bother commenting
No fixes required, but I do recommend changing your account password if you have used shady sites according to one of the posts you mentioned.

did everything mentioned by everyone but it is just a temporary fix

The Steam Client WebHelper is, simply put, just a stripped-down version of Chrome, as I mentioned before. It is not a virus, and you are using the that stripped-down version of Chrome inside of the Steam desktop app.
but why does it pop when i play games?
if i use discussion it is understood
but it occrus more when i play games which means that games which i play also use stripped verion of chrome ?
