Still, delete Steam's web cache for starters. That's helps alot with odd issues.
PS: MAKE UP YOUR MIND! First, you said it's a "Steam client web service(32 bit)", then you said it's a "Steam client web helper (32 bit)". So what is it now?
PPS: DON'T MULTIPOST!
If there is, you have something wrong.
If there ISN'T then that's just the steamwebhelper.exe which is nothing more than a browser that Steam uses to display everything that isn't the library.
Note: I never had this issue untill 2 days ago
1. Delete Steam's web cache
2. Restart Steam
3. Do litereally nothing else
4. Check the task manager
How many of the processes are there?
