I fixed this problem by changing Windows scaling to 100%.

Display settings > Change the size of text, apps and other items > 100%

go to steam settings, although you can't see anything in the windows, click on the top left side where steam is written. go to settings, under interface tab uncheck "scale text and icons to match monitor settings" it will restart steam and it will be back to normal (hopefully) you can recheck the "scale text and icons......" once the problem is fixed.

Thanks blid this worked for me as well. The scaling thou is not workable when using the computer so I always have to switch between 125% to 100%. Am hoping a future update fixes this. The issue just appeared today after I had played a few hours earlier.

I didn't like changing my scaling to 100% but if you do that, then on steam go to view > settings > interface you can then untick scale text and icons to match monitor settings. Once you restart steam you can then change your monitor back to whatever and steam will stay visible but small and at least everything else will be normal size!

Same issue. Ubuntu 22.04.3 with Wayland disabled, AMDGPU. I have already removed, purged, updated, and reinstalled steam and amdgpu, and run

$steam --reset

I had this issue on Ubuntu and fixed by launching steam using "steam -cef-disable-gpu" in the terminal
