Have you tried verifying the integrity of the game cache yet? If you don't know how to do this, just ask.
I've done it and it found 200 something files that were corrupt or whatever it says it got them back but it just downloads the game again the whole 13 GBs

Did you recently reinstall steam or did you copy paste pubg folder from somewhere else prior to this?
If you did you should had copied appmanifest file that goes with it... That way your game gets validated by itself instead downloaded.
Im not sure if he can validate game thats not recognized as installed...but idk.

When I put my SSD I completely installed PUBG and deleted the files from my E drive there's an appmanifest file on the SSD and no I haven't reinstalled steam recently.

There may be the possibility that Steam doesn't need to redownload the entire game if the files ae intact on your C drive. It may just be displaying the size of the game but just has to reaquire the corrupt files.
I don't think its that cause when I went into steam properties it said that 13556 mb were used on the E drive so it just wanted to completely install it on my other drive.

I'm a bit confused now. I thought you said PUBG was installed on your C drive but Steam wasn't recognizing it as installed. Are you saying Steam is installing or has installed PUBG on your E drive as well?

If PUBG is on your C drive, Steam should just reaquire the corrupt files including the appmanifest and all should be good. Not sure why Steam would attempt to reinstall on another drive unless you chose to install it to your E drive when Steam wasn't recognizing the game as installed on your C drive.

I can't think of anything else to suggest. Sorry, hope you get it sorted.
PUBG's installed on C my E has no files inside the PUBG folder steam keeps creating along with the appmanifest cause its trying to install it on E. I have the appmanifest on my C along with all the 13GBs whenever i delete the appmanifest on my E along with the PUBG folder. Whenever I click play it downloads them again on my E. Im just gonna send a ticket to the devs with full details. Thanks for your time!!!!

Steam > Settings > Download and Steam Library Folders

What does it say there? Both folder locations? Which one is set to default?

C is set as default and E is not.
