He took a screenshot of something unrelated and sent to random person, but didnt realize he had notepad open with his steam keys written in it also somewhere in that screenshot (i know its dumb, and he was young then) so person who saw screenshot simply contacted steam supp and said thats his account and sent them cd keys and they believed him. Sounds unfair, but nothing coulda been done.
Also, as far as I know they always accepted digital keys..I mean, whats the difference? Basically none.
Those CD keys are for letting third party services know you own the game and do not change even if you remove the game and redeem another CD key on your account.

Either this was a long time ago or you should follow up with your friend. There needs to be a photo of the key included - that's the difference - no way the scammer has access to that. Just giving them the key wouldn't be enough to recover the account.
