Digital gift card via Web API
Try to find information about sending digital gift card via Web API - can't find any about. This is what I need to send via Web API: http://store.steampowered.com/digitalgiftcards/selectgiftcard

You cant send digital gift cards via API. You need to be friends with the receiver for at least 3 days on Steam and you can only send the digital gift card through the Steam system.

So, I can't send money to any user or my friend in particular via any API or any other program interface, am I right?

Not that i know of, only via the Steam System ans only to users that you are friends with on Steam.
