DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

I don't understand.. so if i play 1 hour and a half and Master Chief levels up in Campaign i can't refund the DLC anymore if i don't like it ?
I mean i can't refund it anymore if Master Chief leveled up cuz it says "irreversibly levels up a game character" ?
Also what does it mean to be "consumed" for a DLC ? For the player to finish it ?
"Consumed" means items granted in game by the purchase of the DLC like special operator skins or free weapons. You don't have to worry about that with this game.
What part of the campaign purchase says this on the store page?

Halo Infinite's MP is free, i already put like 8 hours in it.
The MP launched on November 15h and is Free 2 Play.
Halo Infinite's Campaign is listed as DLC and 60 bucks and it will release on December 8th.
What if i purchase the Campaign now i can't refund it anymore after it's released because i have 8 hours in MP ??
Check on the steam store page, the Campaign is listed as DLC.

That part is irrelevant to this situation/game. It refers to the purchase itself granting you levels just by purchasing the DLC as a bonus for the purchase. This game does not do that.
So basically if i purchase the Campaign NOW i can still play MP until release date and only play the MP up until 2 hours AFTER the Campaign is released in order to refund said Campaign ?
I would suggest just not purchasing the campaign now. Set the money aside and buy it after it releases. Let the impatient preorder guys assume all the risk. There is no scarcity. They won't run out of copies, so you gain nothing by making the purchase before release.
As far as i know no, there aren't any special pre-order items for the Campaign, i just checked on the store right now.
Could you also have a look just in case i might have missed anything ?

Yes, if it not bought as a bundle with the game.
If you're outside the refund policy you have to make a manual refund ticket. To do this just do same process to do refund except want to click on button for "I have question about this purchase." Then explain the reason why want refund.
Just like J4MESOX4D pointed out, if there is consumable within DLC/Bundle may not get a refund, which you have to be aware of those things.
As others have said, hold off from pre ordering, check out reviews before you buy, it saves you a trip from refund if it end up not being as you have thought it would be.

But i already know i will probably like the Campaign because i love the MP and also have the Halo MCC which i like a lot.
2) you have 2 hours of playtime in the MAIN GAME to refund. ANYTHING YOU PLAY IN THE MAIN GAME COUNTS. It dosesnt matter you 'didnt play the dlc'. If you breathe on the main game, the 2 hour refund window starts going down. Single player? counts. Mutli player? counts. EVERYTHING COUNTS
