why does steam download in bursts?
whenever I download anything on steam, and only steam. It dowloads in very weird bursts, like it'll download for like 1 to half a minute, then stop dowloading for a while unless I clear my chache or restart steam then it downloads for a minute and stops again

Steam first downloads and then verifies/installs files. So let it do its thing without clearing cache cuz its not only downloading the whole time you are waiting for it.

so when the whole download thing stops for a 3-4 minutes it's just doing file stuff?

There is a status bar where it usually says downloading, it can say 'verifying' etc. That is my guess for whats happening with you, but feel free to explore other reasons. But yeah, I think its most likely that.

If all you care about is the speed of downloads and installations - presuming you have a higher speed internet service - install an SSD or NVME, and after that your limitation is internet speed/if the CPU can handle the sustained load.

This is a good advice. Moving some games to my SSD, such as Dead by Daylight saved alot of time verifying. Idk why but that game verifies dozens of GB every time and it takes ages even for a small update. Thats assuming that what his problem is, maybe I was wrong.
