If I buy steam gift card from the Netherlands for a friend in Russia. Will they be able to buy games?

My friend birthday is coming up. Was going to buy him a steam gift card for his steam wallet. I live in the Netherlands, and he lives in Russia. I looked, and they don't offer gift cards in Russia. But if I buy him an EUR gift card and give him the redeem code. Will it work and let him buy games with it?

your store region is set to russia, so you are not checking out using the netherland store. you should be able to gift him the game.

Is this random some random site you snagged a gift card from? Why not just buy a Steam digital gift card? It's easy and they work.

Will it work? Try it, the system should reject it if it doesn't.

Edit: Obviously, there's the basic rule about not sending money to people you either haven't known for years online or don't know IRL. Never send money to a stranger you met a few months ago online. Scammer love the long con and an easy mark.
