Choose Chinese and then use a payment method registered in China to pay for it, that should switch your store region.
Of course there may be a problem because China now uses their own special Steam client and the normal Steam client is not available without VPN and is actively blocked in China.
No clue how that will influence the store switching.
Is it possible that the Chinese government might have made it so that purchases can't be made on this version of Steam in China? Maybe purchases can now only be made from the Chinese version of Steam in China?
