Edit: I can see it now. That happens for all links to outside places. It's not a block, just a notice that you're leaving Steam.

There's a trick to bypass the yellow Notice page by using the URL tags with the link filter address. That might be what you're seeing when you think they are not filtered.

I don't what else to tell you then. As I said before, every link goes through Steam's link filter. Whether or not the link filter wants to provide you a Notice for it or not I guess is up to Steam's developers.
