The overwhelming majority of games yes. There's always a few exceptions. The only one I know off the top of my head is Ark: Survival Evolved, saves stored in the game's directory. I would be shocked if it was the only one.

You should have come here first, this guide is for how to move games between disks when you wanted to clone a disk and replace it with another.
When you removed you old disk, did you give your new one the same drive letter as the old? What is the letter of the disk that you currently have your games installed on?
But It was D: when you copied the games over, you just expected Steam to know that you changed drive letters on it.
Is Steam also installed on C:?
Firstly go back to your library page and remove any libraries apart from your C: drive, then open up the steamapps folder in C: drive and make sure you have a load of .appmanifest files in the root of steamapps.

So you only have 2 games installed right?
Delete every file in the Steam folder apart from Steam.exe and the SteamApps folder, restart your computer then run Steam.exe, let it update and your games should show once you log in.
