Downloads constantly interrupted
My downloads in Steam disconnect / interrupt every few seconds, then it takes ~20-30 seconds until it resumes, only to interrupt again after a few secs.
It's nothing to do with router or ISP since it happens in 2 different geographical locations and networks.
It's nothing to do with Download region since I changed that multiple times in Steam settings.
Nothing to do with steam download cache which I emptied multiple times to no avail.

This is super-frustrating.

Has anyone fixed this issue yet? Is it Steam download servers being overloaded? (funny that it affects so many, then, I changed them in settings...)

How can I finally download quickly once again?

This is what worked for me. YMMV

1) in Task Manager find the process steamservice.exe (32) and set its CPU Priority to above normal or High. Note - without a program like Process Lasso or other, for lack of a better term, system optimizer software, you'll have to do this every time you load steam if you plan on a download (it actually helps other steam processes not related to downloads too).

2) Not sure you can do this with task manager but if you can set steamservice.exe (32) I/O priority to high.

Doing both those things has completely eliminated what I called the steam download stutters for me (except for those dl stops due to the game dl process doing an install/update mid dl - depends on how the game devs set the install or update process to work).

Example: prior to doing the above I experienced DL stops just like you describe. I averaged 7MBs to 18MBs dl speed (I have a 1Gbs internet connection). After the change about 1/2 the time I get 50 MBs continuous uninterrupte dl's (with the exception noted above) and the other half 30 MBs to 35MBs.

I have the same issue with 1 GB connection. Epic Games, GOG Galaxy works fine, just Steam always goes down to 0KB every few seconds and stats again.
I will try what Wolfsun said above next time.

App is not test for high Priority, not afaik. ( you might add even more odd behavier to steam, and then noone will even think you did this. ) you end up with reinstall windows OS, as a solution to fix settings you forgot about.

gl with that idea this can be compare with OC issue, then things act odd. and user cry like a baby and do not know whats wrong.

That is how Steam Valve is set up to download in segments and such.
