What do you mean by "fullscreen"? The only fullscreen mode Steam has is Big Picture, but that can't be draged.

... and how exactly do you get this into "full screen"?

There is no way to full-screen a window or application like steam without big picture mode. What you might be thinking of is used a maximized window. If you are managing to force a full screen for the steam client problems will begin to happen, as steam cannot be forced nor can it go into full-screen as its windowed form. Though I could be wrong.

I think you guys are worrying too much on semantics. im talking about making the application of steam stay locked fully covering the screen. as in the window is not locked. i will maximize the screen and when i do anything or play a game it goes back into windowed mode where it is not fully covering the screen.

is there a way to force it to open and stay maximized? without me having to constantly fix it when it un -maximizes itself constantly

by pushing the wittle squares on the top right of literally any window on a pc. you can force it to fully cover the screen or to window or to minimize.

my point is that the maximize option *which i referred to as full screen which is apparently a sin* isnt working. it will window the application constantly.

With technical troubleshooting (similar to medicinal symptoms, by the way), it's less about semantics and more about finding out what the actual situation is. An action benefitial in case A may end up useless to dangerous in case B. So it's really important to know what case we got here.
