Steam Games' Save Files Different For Different PC User Accounts?
I have my own PC on which I want to have two user accounts. My default account and the secondary account I let my friends use to play my steam games when they come round.

I do not want to let them have access to my default account as I have confidential work documents stored in that profile.

I have logged in steam on the secondary account as me and it registers that all of my games are installed. (They are installed in a secondary drive both user profiles have access to) but when I boot up a game, it starts a new save profile.

For some games that store data in the "My Documents" file, I can understand why this happens. But some games such as: Keep Talking and No One Explodes, as far as I can tell does not store any data in User profiles.

How can I unite the save files?

Not some games, the majority of games store data in user profile if they store data locally.
I guess the mentioned game is no exception.
Only very few games (most cases old win9x games) still store data outside of user profiles.

You can:
Manually copy/move the data between profiles.
Enable Cloud saving if available.
Use 3rd party tools for savadata backup and restore it in another profile.

The game you mentioned stores the save files here: https://steamcommunity.com/app/341800/discussions/0/481115363877110411/#c481115363877648097

Game developers decide where save games are stored.
