I purchased a game and didn't receive it, yet my bank account has been charged the amount.

I purchased a game, and for atleast half an hour it kept saying "working", so I clicked in my steam library and it wasn't there yet. It did charge my bank account the money but I haven't received the game yet, not even the required steam wallet money.

The game is in my cart despite me already having paid for it. What do I do?

Search for the game and click something like "It's not in my library" then follow the instructions

Note: Purchases through (bank) can take up to 2 hours to complete. If your bank account has been charged and you do not have access to the game in your library, please feel free to contact Steam Support for assistance."

The payment was made 3 and a half hours ago. Does it often take this long? Just to make sure, I sent a message to the Steam Support but I have never had this happend.

It takes as long as it takes. Either the transaction goes through or it's cancelled and your money is returned to your account. This is common in international banking.

Just wait for this purchase to clear. Most likely since you have a purchase pending state on the game won't even allow you to anyway.
