You can do that in the Steam settings under "Downloads" "Steam Library Folders".
Then you have two option, you can right click any game in your library, select "Properties" and then under "Local Files" choose " Move installation folder" and select the new library as destination.
Steam then copies over the files to the new drive/library and then deletes the old files.
OR if you have a bunch of games installed, exit Steam complete, go into your Steam folder on drive C and copy the whole "steamapps" folder to the newly created library on drive D.
After that delete the content of the steamapps folder on drive C and restart Steam.
All your games will appear as installed and be located on drive D.
Both methods work.
