Can you still run a game if video card doesn't meet recommended requirements?
So a game I'm planning to get on Steam is a Platformer with real time combat. My laptop meets all requirements for the game to run, except the video card. The video card meets the minimum requirements to run the game, but doesn't meet the recommended requirements. Will the game run smoothly in my laptop? Is there some way to make the game run smoothly, despite the video card not meeting recommended requirements?

That is different from game to game and depends on the developer what they see as minimum.
Your best bet would be to see around if someone else has same setup and can tell how it runs.
Worst case, you could just buy the game and try it out. If it doesnt work, refund. You dont need 2h to see if it works smooth or not.

Just to add some unimportant details:
Some developer have limited access to hardware and they put as minimum the spec they had at hand.
Minimum means, you have to lower the graphic settings. Lower quality, lower resolution. In some games the difference is extreme! *cough*Ark*cough*

Depends if your video card is integrated onboard or a dedicated gpu.
Most games require a dedicated gpu and wont run on the motherboard integrated.
Laptops over heat with stress so pushing this laptops to its limits could break it sooner than liked.

It would help if you could mention what game it is.
The best place to ask this is in the discussionhub for that game. Those players will have the experience and the help.

It seems like what you're really asking is, "Are the minimum requirements a lie? And are the recommended requirements that actual minimum requirements?" I would say no to both of those in general.

I'm also not clear why you didn't name the game and list your system specs. You don't gain anything being vague. Being specific would be more more beneficial to you, and others. IE Help us help you, bring on the specific details.
