In some situations your billing address would differ from your home address. An example of this would be as an authorized user of someone else's credit card. Often parents will add a child to their credit card account. If that child is at college, their home address is where they are living at college but the billing address would be their parent's house.
If it is in regards to something like Steam Wallet funds where there is no bank or financial institution, the billing address would simply be your home address.

Your billing address should be the same as the one on your bank or credit card.
Account changes like changing your password will remove it.
