You can only have one instance of a game on your account.
You would need to set up a new account to buy the game again and even then I assume that as standard both accounts would share the same install of Skyrim (if only using one PC) so if you modded it, it would be modded for both accounts.
Install to different locations so you actually have 2 copies. I'm not sure if one account will be able to use the other install but it might?
You can, surely, share mods you create locally between accounts. Good way to test them.
Make a second windows account, use that for your second Steam account, install Steam and Skyrim in different folders than your main, enjoy your second Skyrim install.

So if i own first Palworld copy on my acc and have second PC, logged on same account but with second copy of Pal from family shared lib, can i play .. with myself?
The old family library sharing locks the entire library to the borrower (whereas the borrowing account gets priority with a 5 minutes grace timer). You cannot play two games from the same library at the same time.
The new family library sharing locks the game to the borrower, with the same 5 minutes grace timer for priority to the borrowing account.
Also, while it's possible to stay logged in on Steam on multiple devices, it's not possible to start multiple different games from the same account on multiple devices.
