Unfortunately I think it's an Epic Games issue rather than a Valve/Steam issue, so I'm not sure what a report will do.
I'll keep trying to find a fix, but I'm hoping Epic would actually look into this soon.
Bug on STW and BR. I reported it on the discord forums in the bugs section.

For step 6 you just edit the non steam game you added, like change the name of it, add images if you want, that about it.
CMD is your Command Prompt just incase don't know.

So i gave it quick test, it does start the game, but doesn't allow overlay, but not sure if this a case by case for certain games, or something changed overtime that made it stop working. I tried Ape out from Epic, and I manually add game .exe and work that way, but again idk if this a case by case issue.
