If you use 3rd party software to manage file and permissions, or mess with incoming, and outgoing data traffic you want to look into that.
If using VPN/proxy, or custom DNS, ensure they're not causing the issue.
If your ISP causing the problem, only way to find out is using VPN/proxy.
Now if client is the issue, to redownload it, visit where you install Steam, delete everything in Steam folder except for Steamapp folder, and steam.exe file, once done run steam.exe, and test to see if issue been resolved.
I don't think I use any 3rd party software for permissions or data traffic. But just in case, how do I check if I'm using one?
If you have setup a custom firewall, such as via your modem/route ensure that not blocking things when you have set it up, unless you only using default settings then there nothing it should be blocking unless it was your ISP doing.
You can try doing these as well if you want.
- Flushing your network might fix things, open command promt as admin, and give this a try, then restart PC and test, do things in order.
netsh winsock reset
netsh int ip reset
If not working still try these in order, then restart, and test.
ipconfig /release
ipconfig /flushdns
ipconfig /renew
- Also reboot modem & router by simply unpluging power cable to them for a minute, then replug power cable.
Can also try another PC to see if getting same issue, if not getting same issue on another PC then points to your PC being issue, or network you're connecting to is the problem such as modem / router.
This best I can suggest with for bit of troubleshooting for yourself, hope something helps you out.
Need to add that I can open Steam browser from that PC and it works normally.
If broswer works then not a lot to point to really being issue with files, or if had setup something that causing issue.
