On the internet, where 18+ games are sold (digitally) to pretty much anyone, it is extremely difficult to prevent kids from buying/playing those games.
That's why Steam asks people to confirm their birth date. As UK law stands currently this is enough to cover them so if somebody lies about their age they won't be prosecuted.
Your country may have different laws in place so you'd really need to research those yourself.
Edit doing some more reading the guidance states asking people to confirm DOB is not technically considered stringent enough for online sales, but most retailers only apply more stringent methods based on product type e.g. Amazon will happily sell 18 rated games or films without checking but alcohol requires physical proof of age on delivery.
