A friend of mine is trying to log into steam. When ever they try signing in they get the error "Could not connect to the steam network" and can only start in offline mode.

When they try going through the steam support site they get the error "The account name or password you have entered is incorrect" so they can't even contact steam thenselves. Does anyone know where they could go or who to talk to?

When I check their profile on steam they have been set to level 0 (were like 37) and their username field is blank too.

First: make sure friend uses the "account name" when trying to login. Not the email, and not the public profile name.

Level 0 means the account has been set to "Private". (Just like mine)
If his name is blanked out, and he didn't do it himself then it's most likely the case that the account has been hijacked by someone else.
That would then also be the reason the password doesn't work

There's a guide that helps with recovering a lost account posted here on this forum several times a day. Search "Hijacked" in the search box just here to the right --->

If you type "recover steam account" into google.com you will find it, video guides on youtube, and many other helpful guides to get the account back.
