Sounds like you're using a crappy laptops, but idk what to say with this little information from you.

but the problem started happening not really long ago i didnt have it before
Pretty hard to say what the issue could be.
Before you had this issues what do you think that might have started the issue, was it an update to something, was it something you installed, was it something in the settings you did, or etc... The more you narrow down what could've cause something, the simpler to finding the root issue.
But when i switched my ping started to jump (every 1-2 mins) but getting into a discord call whould resolve it
If just discord, it might be the server choice the issue, and when you cann it would use the nearly server to you.
If getting on ping in games as well, but saying making a call on discord resolve the issue, it's hard to say either you have a network driver issue, or corruption files that need to be fixed. Again hard to say.
it is bizzare that my ping dosent jump when im talking on discord
but as soon as i close discord it starts to jump
