The cooldown is exactly 60 minutes. Any attempts within that time will reset the cooldown.
There is a browser plugin called Augmented Steam that, among other things, adds automation to certain Steam functions. One of those is the entry of multiple product keys. Of course, this doesn't prevent the cooldown for activation attempts but it makes those big bundle purchases much easier to manage.
It's not so secret. Users like my new friend and myself have discussed the length of the cooldown countless times. A quick Google search would have provided the answer in less time than it took you to reply this post.

It has been 1 hour for many years.
I had most of the content already but I bought it for the cause.
If I can put that amount of $$ on a bundle I mostly already have, I can wait a few hours to claim the rest. Beside, I have a few hours in front of me. Some folks over in Ukraine don't. It's raining hard here at the moment, but at least it's not bombs and missiles and bio-chemical weapons.

What exploits? It makes zero sense, if a key is legitimate there should be no limits.
If someone puts a wrong key they should get 3 attempts and be blocked 24h
Imagine if using a credit card was wasn't like that?

The cooldown is secret because Steam doesn't tell you. As a user, you won't know what to do until you start searching around the Internet.
They could just have added a line "Don't activate keys until ... 9:53am" or something like that.
